Functions
1. Assists the Minister in implementing the national policy on the implementation of the CAP in the field of direct payments and the cross-compliance system;
2. Prepares strategies, action plans, analyzes and evaluations of implementation and other program documents in the field of direct assistance to agricultural producers;
3. Prepares and agrees the schemes and measures for direct support to agricultural producers according to EU legislation;
4. Prepares and agrees proposals for financing the schemes and measures for direct support to agricultural producers in accordance with the rules of the EFGZ;
5. Develops and agrees drafts of normative and administrative acts related to the provision of direct payments and the implementation of the cross compliance system;
6. Provides methodological assistance to RA in the implementation of schemes for direct support to agricultural producers, as well as the system of cross-compliance;
7. Provides methodical assistance to the directorates in the ministry in implementing the schemes and measures for direct support;
8. Coordinates with the relevant services of the EC and the Council of the EU in connection with the policy of direct support to agricultural producers and its implementation;
9. Participates in working groups and committees of the EC and the Council of the EU in the field of direct support to agricultural producers;
10. Develops and coordinates guidelines and methodologies for implementing the direct payment schemes and the cross compliance system;
11. Performs procedural representation in cases related to the provision of direct payments and the implementation of the cross compliance system.
