Functions
1. Assists the Minister in implementing the national policy on the implementation of the EU CAP in the field of market measures and producer organizations;
2. Prepares strategies, action plans, implementation assessments and other program documents in the field of market measures and producer organizations;
3. Develops and agrees drafts of normative and administrative acts that are related to the implementation of market measures and producer organizations;
4. Prepares and agrees the schemes and measures for market support of agricultural producers;
5. Prepares and agrees proposals for financing the schemes and measures for market support of agricultural producers in accordance with the rules of the European Agricultural Guarantee Fund;
6. Provides methodical assistance to the directorates in the ministry and the RA in implementing market measures and the policy for establishing producer organizations;
7. Liaises with the relevant offices of the EC, the Council of the EU and the European Parliament in connection with the CAP implementation policy in the field of market measures and producer organizations;
8. Organizes and supports the activity of recognition of producer organizations, associations of producer organizations and interbranch organizations;
9. Exercises control of recognized producer organizations for compliance with recognition criteria and maintains databases for them;
10. Assists the Minister in implementing the EU policy for regulating the supply chain, combating unfair trade practices and introducing bargaining systems in certain agricultural sectors;
11. Performs the functions of a national competent authority for the selection of evaluating organizations and implementing organizations and for conducting groups for monitoring promotional programs, as well as for coordinating between the EC and the proposing organizations in accordance with the requirements of European legislation;
12. Assists the Minister in implementing the policy to support the export of agricultural goods;
13. Maintains and provides public access to up-to-date information on the conditions for the export of agricultural and food products to countries - potential trade partners of the Republic of Bulgaria, customs, veterinary requirements, rules of origin and others, including the negotiation of sample certificates with the relevant competent authorities , with the exception of phytosanitary certificates for export and re-export of plants and plant products;
14. Performs interaction and coordination with the subordinate budget managers to the Minister, who perform activities and services directly related to the import, export and intra-community trade in agricultural and food products, and maintains contacts with the interested branch organizations;
15. Identifies opportunities for increasing the Bulgarian export of agricultural and food products based on an analysis of the demand in the world markets and the export advantages of the products that are produced in the country;
16. Through the Ministry of Economy, interacts with the trade and economic advisors seconded to the trade and economic affairs offices at the overseas representations of the Republic of Bulgaria, in view of their delegated powers and competences;
17. Participates in the fulfillment of the obligations of the Republic of Bulgaria and the EU in the World Trade Organization (WTO) related to agreements on agriculture, and participates in the preparation and conduct of negotiations for the liberalization of trade in agricultural goods between the EU and third countries in connection with existing or entering into new agreements;
18. Organizes and coordinates the implementation of the activities for the implementation of the trade mechanisms of the CAP and the regime of goods outside Annex 1 to the Treaty on the Functioning of the EU;
19. Performs procedural representation in cases in the field of market measures and producer organizations.
